Police Arrest ‘Tokuryu’ Mastermind in Kyoto Criminal Network

Police have arrested a 26-year-old man suspected of acting as a top-level planner in an anonymous, fluid criminal group known as a “Tokuryu,” with investigators believing he was involved in a series of theft-related crimes in Kyoto and other areas between December 2025 and March 2026.
Hayato Ishikura, 26, of Maebashi, Gunma Prefecture, whose occupation is unknown, was arrested along with two other people on suspicion of trespassing on the grounds of a residence in Tatebayashi, Gunma Prefecture, in January with the intention of stealing cash and other valuables.
According to police, Ishikura is believed to have served as an “anken-ya,” or case planner, responsible for gathering information and devising criminal operations.
Investigators suspect he was one of the highest-ranking figures giving instructions within the Tokuryu network.
A series of thefts and related crimes occurred at homes in Kyoto and other locations between December 2025 and March 2026.
Police have so far apprehended 26 people suspected of acting as perpetrators or coordinators in connection with the cases.
Investigators believe Ishikura was also involved in those crimes.
Police have not disclosed whether Ishikura has admitted or denied the allegations and are continuing their investigation into the structure and activities of the criminal organization.
