Why Oil, Not the Rand, Drove the Increase

The average Brent crude price rose from US$87.89 to US$101 a barrel during the period under review, the department said. It cited “continued US/Iran tensions”, uncertainty over oil flows through the Strait of Hormuz, higher shipping costs and falling inventories.

World prices for finished petrol, diesel and paraffin rose too, because of tight supplies. For petrol, that added 329.07 cents (US$0.20) a litre to the basic fuel price, the import-based cost before taxes and margins.

The rand had almost no effect. Central Energy Fund data put its average at 16.2123 per dollar from 28 August to 1 October, against 16.2139 before.

Where the Rand Fits In

The currency matters because the import prices behind South African fuel are set in dollars. When the rand weakens, the same barrel costs more in rand, and the monthly formula passes that on to motorists.

On Monday morning the rand traded at 16.6825 per dollar, about 0.2% down from its previous close, Reuters reported. IOL quoted 16.71 the same morning, after a two-week slide from below 16 per dollar to its weakest level since July.
